20/5/2010 Forensic Committee to develop Australian Standards

ANZFSS has been asked to nominate a member to stand on the National Forensic Committee to develop Australian Standards for Forensic Examinations.  It was agreed by the National Council that the National President was the appropriate person to stand on this committee.  As this is an ongoing position requiring some continuity,  Bill Crick (the National President) has agreed to continue in this position until at least 2012. 

This committee is representative of all of those bodies that are involved in Forensic Science and include,
  • Consumers/community - Courts & Lawyers,

  • Regulatory Bodies -  Standards Australia,

  • Government Bodies – Federal,

  • Research/Academic Organizations – Universities,

  • Independent Professional & Technical Bodies – ANZFSS,

  • Testing Bodies – NATA,                

  • User and Purchasing Bodies – Police and Govt bodies.

This has resulted in a committee of approximately 14 members and includes many names that most people in the forensic community will be familiar with.  The first standards to be developed will be “Standard Practice for the Collection, Recording and Storage of Forensic Material” and “Analysis of Ignitable Liquid Residues in Fire Debris Samples”.  The actual standards are being written in the first draft by members of the SAG’s and it will be the job of the committee to ensure that these documents are widely read and commented on by the organisations that they represent.

Superintendent Megan Rowe talks on the Investigation into the Peter Falconio Murder Investigation

Megan was second in charge of the investigation management of the Falconio Murder Investigation and says this is one of the highlights of her career. “I compiled the prosecution file and assisted with the development of the electronic brief of evidence used in the newly constructed electronic courtroom at the Darwin Supreme Court,” she said.

Megan’s other significant achievements include the fact that she assisted throughout the trial, including with the witness support of the Falconio family and Joanne Lees. In addition she identified and utilised a more efficient method of computer based case management for the Murdoch case. This system is widely accepted and is now a standard operating procedure for the management of serious crime.

Megan has been a Northern Territory police officer for 20 years, with a broad range of policing experience in rural and urban centres.

Megan will be providing a 2hr lecture on the evidence that supported the prosecution case in the following cities.  Please note:  Bookings are essential to attend these meetings.

Update from the Symposium Organising Committee

And now the scary thought: the Sydney ANZFSS Symposium – Forensic Science on Trial - is only a bit more than 12 months away (5-9 September 2010)! On behalf of the Organising Committee, I am pleased to inform the members that the organisation is going smoothly. I have no doubt that the cruise will be bumpy when we get closer to the date. However, Arinex (formerly known as Tour Hosts), our Conference Managers, are working hard with us to deliver a very fine and exciting event.

A series of 8 plenary talks, 4 from Australia & NZ and 4 from overseas, will set the tone every day. Plenary talks will be followed by keynotes and regular papers (orals and posters) which will be delivered through a total of 16 forensic disciplines. This program will be complemented by workshops organised before and after the Symposium, like it is traditionally the case. Finally, a significant exhibition will allow practitioners, researchers and managers to stay abreast of the recent technological developments.

At this stage, I would urge the members to regularly visit www.anzfss2010.com to stay informed about the conference. Please do not hesitate to send any idea or feedback to anzfss2010@arinex.com.au; this symposium is yours! I also take this opportunity to thank colleagues who have accepted a role of discipline contact, as well as sponsors and exhibitors who have already committed their support for the symposium. The Passing of the Hon Prof. John Phillips

Dear Colleagues,

It is with regret that I advise of the passing of Hon Prof. John Phillips on Friday 7th August. John played a key role in the establishment of NIFS. He was appointed the inaugural Chair of the NIFS Board of Control in 1991 and remained the Chair until the Board was dissolved in 2008 when NIFS was integrated with ANZPAA. At that time, the ANZPAA NIFS Forum was established and John was appointed as Chair of the Forum.

For the life of NIFS to date John has been a very active and strong supporter of the organization, of the people who have worked at NIFS and of forensic science in general. He has also served as Chair of the Council of the Victorian Institute of Forensic Medicine and the Chair of the Advisory Board of the Victoria Police Forensic Services Department.

I was able to visit John last week and he was still discussing plans for the future of forensic science and other interests he had as Provost of the Sir Zelman Cowan Centre at the Victoria University. John is a former Director of Public Prosecutions in Victoria and a former Chief Justice of the Victorian Supreme Court. He has made an enormous contribution to our field of endeavour and many others and will be sorely missed.

Winner of the Allan Hodda Memorial Award 2008 announced

The winner of the Allan Hodda Memorial Award was announced in April this year.  There were six applicants this year and after being considered by the National Executive and the Branch Presidents, it was decided that Sheree Hughes-Stamm from Queensland's Bond University was the best applicant. 

Sheree is currently completing her PhD studies into "Improved DNA Methods of Highly Degraded Skeletal Samples of Natural and Mass Disasters".  Her study tour will take her to VIFM, the 6th International Society of Applied Biological Sciences (ISABS) Conference, the  International Centre on Missing Persons (ICMP) and to the Centre for Human Identification. University of North Texas, USA.  Congratulations, Sheree, we look forward to hearing about your travels at the next Symosium.

Allan Hodda Memorial Award

The Allan Hodda Memorial Award this year was won by Duncan McCarthy, a Fingerprint Officer from Queensland.  Duncan will be travelling to the Seventh International Conference on Forensic Inference and Statistics to be held at the University of Lausanne, Switzerland. He will also be attending the Federal Office of Police in Berne, Switzerland to research digital and nano techniques that relate to Fingerprint Technology.

Annual General Meeting

The AGM for this Society was held on the 25th of October 2007 at the Qld Police Headquarters at 6pm.

At the meeting the President, Bill Crick announced the inaugural Allan Hodda Memorial Award.  Details of the Award are available on the Awards page.  For this year only, the Award application closing date will be the 14th of December 2007.

The President reported that the Society has been asked to join TIFS (The International Forensic Summit) as a member of sub-group for Professional Societies.  Members of the sub-group include

  • North America – Bruce Goldberger (AAFS)
  • International – Ron Singer (IAFS 2008)
  • International – Kenneth Martin (IAI)
  • Australia/New Zealand – Charles Crick (ANZFSS)
  • Europe – Nuno Duarte Vieira (MAFS)

More information about this exciting development will be announced to the Society as it becomes available.

The President also announced that new merchandise will soon be available, hopefully in time for Christmas.  The new merchandise includes items such as ladies polo shirts, caps, golf balls and other memorable accessories.

New Award - The Allan Hodda Memorial Award

On the 20th of June 2007 at a meeting of the NSW Branch, the National President, Bill Crick announced a new award which will soon be available to members.  The award is named in memory of Allan Hodda, who died suddenly in 2006.  Allan was actively involved in the Society and his most recent position was as the President of the NSW Branch.

The $5,000 award will be available each year to Full, Honorary and Student members and will be available to be used to travel to an overseas conference or educational opportunity.  The successful applicant will be required to present at the next ANZFSS Symposium.  More details will be available shortly.

New Rules of Association

The new Rules of Association were presented at a Special General Meeting which was held in Brisbane on the 3 May 2007.  The new rules were passed with over 200 members voting to approve the motion.  The new rules are available on the Rules of Association Page.

Notice of Special General Meeting

A Special General Meeting will be held on the 3 May 2007 at 7pm in Brisbane at the Holiday Inn, Roma Street City. A Notice of SGM was sent to all members on the 29 March 2007.

Business to be discussed at the meeting is described in the document, “Amendments to the Rules of Association of The Australian and New Zealand Forensic Science Society Inc.” which outlines 43 changes to the Rules of Association.

A proxy form is available which you may use if you are unable to attend the meeting in person.  The President of your local branch or their representative will be attending the meeting.  A comparison sheet is also available which compares the existing rules with the proposed changes and gives some reasons for the changes.

New Merchandise

One of the topics of discussion at the National Council Meeting was the new merchandise that is now available from your local Branch.  The new items include the an ANZFSS Compendium, a black leather-like document file equipped with a calculator pocket, a space for an A4 pad of paper, and pen or pencil holders, an ANZFSS tea-towel, a smaller version of the beach towel with a white background and a blue body outline and text; and an ANZFSS golf umbrella, a large and attractive navy-blue umbrella with the white body outline design, great for protecting you against rain or sunshine.  The Body outline beach towel also makes a return.  See your local for more details and to view the samples.  A PDF file showing the new merchandise is also available (Merchandise PDF 750k).
